The Strategic Planning Committee of West Northamptonshire Council met on Wednesday 25 February 2026 and approved a recommendation for a speculative commercial development at Sixfields Stadium. The committee also received updates and reviewed various reports related to planning matters.
Sixfields Stadium Commercial Development Approved
The committee approved the recommendations for application 2025/2265/MAF, concerning land to the Northwest and East of Sixfields Stadium, Edgar Mobbs Way, Northampton. This approval is subject to conditions and the completion of a Section 106 Agreement.
The proposed development involves speculative commercial units with flexible uses within Use Classes B2 (General Industrial), B8 (Storage and Distribution), E(g)(ii) (Research and Development), and E(g)(iii) (Light Industrial), along with ancillary offices (E(g)(i)). The development also includes associated service roads, yard areas, car parking, and landscape planting.
Key Considerations and Discussions:
- Principle of Development: The site is allocated for employment use in the West Northamptonshire Joint Core Strategy and the Northampton Local Plan Part 2. Officers noted the strategic location and continuing demand for logistics space in the area, aligning with the West Northants Economic Growth Strategy.
- Design and Impact: The proposal was considered to be well-laid out and appropriate for the surrounding industrial context. The design aims to provide a high-quality, modern environment, exceeding BREEAM 'Very Good' requirements by targeting 'Excellent'. Landscaping plans were designed to soften the transition to the nearby Storton Pits Nature Reserve.
- Amenity and Pollution: Assessments indicated no unacceptable impacts from noise, air quality, light pollution, or ground contamination during construction or operation. Conditions were recommended to manage potential risks from the site's former landfill use.
- Health Impact: A submitted Health Impact Assessment was welcomed, with officers noting positive health outcomes. However, requests related to fair employment and workplace wellbeing standards were deemed outside the scope of planning obligations.
- Heritage: The site contains no heritage assets, and the proposal was not considered to affect the setting of any nearby designated assets. Archaeological surveys indicated that due to previous quarrying and landfill use, significant remains were unlikely.
- Flood Risk and Drainage: The site is in Flood Zone 1, with low risk from most sources. Surface water runoff will be managed through a sustainable drainage system, and the Local Lead Flood Authority confirmed the scheme would adequately manage flood risk.
- Highways and Transport: The development includes a Travel Plan Framework to promote sustainable travel. While concerns were raised about the loss of parking for Northampton Town Football Club, the council noted alternative parking provisions were available. Contributions are to be secured for public transport enhancements and travel plan monitoring.
- Ecology and Biodiversity: The development is expected to achieve a minimum 10% Biodiversity Net Gain, with conditions to ensure ecological recommendations are followed.
- Economic and Social Benefits: The proposal was recognised for its significant economic benefits, including capital investment, job creation, and training opportunities, aligning with the NPPF's emphasis on supporting economic growth.
- Planning Obligations: A Section 106 Agreement will secure contributions for employment training, public transport enhancement, travel plan monitoring, biodiversity net gain monitoring, and S106 monitoring.
Objections and Support:
The application received 20 letters of objection, 7 comments, and 112 letters of support. Objections focused on the inappropriate location for industrial development, highway safety, noise and air pollution, loss of amenity and parking, and overdevelopment. Supporters highlighted the use of brownfield land, economic benefits, job provision, and alignment with the Local Plan.
Conditions and Informatives:
Numerous conditions were attached to the approval, covering aspects such as time limits for commencement, approved plans, materials, security measures, landscaping, tree protection, highway works, demolition and construction management, ecology, lighting, drainage, site investigation, and electric vehicle charging infrastructure. Informatives provided guidance on biodiversity net gain, Anglian Water assets, construction best practices, and electric vehicle charging standards.
