Cardiff Council Cabinet approved recommendations on 18/12/2025 regarding the Road User Payment Scheme Update. The Cabinet noted the business case and option development conclusions to date and that a further report will be presented on the Outline Business Case recommendations. The Cabinet also supported the more detailed assessment of lower impact options such as a Workplace Parking Levy.

The Cabinet of Cardiff Council approved the updated Advertising and Sponsorship Policy. The policy bans advertising related to violence, payday loans, e-cigarettes, pornography, escort agencies, drugs, and fossil fuel vehicles. It also introduces a restricted list for HFSS foods, alcohol, and religion, and approves the removal of the Cardiff Council logo from advertising banners.

The Cabinet of Cardiff Council decided on 20 November 2025 to approve the draft proposal for a visitor levy and to proceed to consult on that proposal. Authority was delegated to the Director of Economic Development, in consultation with the Cabinet Member for Investment & Development, to take necessary steps prior to adopting the levy, including finalising consultation arrangements. A further report will return to Cabinet and Council in March for a final decision on adopting the proposed levy.

Cardiff Council's Cabinet approved the Local Authority Social Services Annual Report for 2024/25 on 16 October 2025. The report details the effectiveness of social services and includes an overview of progress, challenges, and achievements. Specific actions agreed include the integration of Early Help Services into Children's Services, development of phase 2 of the Accommodation Strategy, and progress with an integrated approach to mental health and emotional well-being support for children and young people.

Cardiff Council's Cabinet decided on 16 October 2025 that Cardiff Council will assume the role of Grant Recipient Body for the Connect to Work Programme on behalf of the South East Wales Region. The Cabinet also approved the creation of a Grant Recipient Body Central Team and that the Into Work Advice Service will deliver the programme in Cardiff. Authority was delegated to the Assistant Director for Housing & Communities, in consultation with others, to approve entry into grant funding agreements and agreements with regional local authorities, and to authorise any formal variations or amendments to project delivery and financial profiles.
