The Cabinet of Cardiff Council approved the overarching approach for procuring an ERP solution and the Outline Business Case on 16 October 2025. Authority was delegated to the Corporate Director Resources to determine all aspects of the procurement process, with contract award and the Full Business Case subject to future Cabinet reports.

Cardiff Council's Cabinet decided on 16 October 2025 that Cardiff Council will assume the role of Grant Recipient Body for the Connect to Work Programme on behalf of the South East Wales Region. The Cabinet also approved the creation of a Grant Recipient Body Central Team and that the Into Work Advice Service will deliver the programme in Cardiff. Authority was delegated to the Assistant Director for Housing & Communities, in consultation with others, to approve entry into grant funding agreements and agreements with regional local authorities, and to authorise any formal variations or amendments to project delivery and financial profiles.

Cardiff Council's Cabinet approved the Cardiff Inclusion Strategy on 16 October 2025. The strategy sets out a vision for a more inclusive education system and priorities for action. Responsibility for developing and implementing operational plans to deliver the strategy's commitments was delegated to the Director of Education and Lifelong Learning, in consultation with the Cabinet Member for Education and Lifelong Learning.

The Cabinet of Cardiff Council decided to approve the implementation of the phased Housing Support Programme Commissioning Plan. This decision was made on 16 October 2025. Authority was delegated to the Director of Adults, Housing & Communities to implement Phase 1 of the plan.

Cardiff Council's Cabinet noted the contents of the Annual Complaints Report for 2024-25 on 16 October 2025. The report detailed 4,322 complaints received, a 16.1% increase from the previous year. The Council's complaints handling system, Halo, was implemented to improve tracking and learning from feedback.
