Cardiff Council held its annual meeting on Thursday, 21 May 2026, where Councillor Michael Michael was elected as the new Lord Mayor and Councillor Sue Lent as Deputy Lord Mayor. The meeting also saw the election of Councillor Chris Weaver as the Leader of the Council and the approval of various committee appointments and the council's meeting schedule for the upcoming year.
Election of Lord Mayor and Deputy Lord Mayor
The council formally elected Councillor Michael Michael as the Lord Mayor of the City and County of Cardiff for the 2026-2027 municipal year. Councillor Michael, who has served as a councillor since 1997 and previously as Deputy Lord Mayor, expressed his gratitude and shared personal reflections on his journey from Cyprus to Cardiff. He highlighted his commitment to serving the city and supporting his chosen charity, City Hospice. Councillor Sue Lent was elected as the Deputy Lord Mayor, with her extensive background in political activism and social work noted by Councillor Rodri Berman and Councillor Andrew Gibson.
Election of Council Leader and Cabinet Appointments
Councillor Chris Weaver was elected as the Leader of Cardiff Council. In his address, Councillor Weaver outlined his vision for the coming municipal year, focusing on the continuation of the stronger, fairer, greener
agenda. He highlighted key projects including the tram link, the arena development, and investment in education, particularly for additional learning needs. The appointment of Cabinet members and their portfolios was also confirmed.
Committee Appointments and Remuneration
The council agreed to the establishment of standing committees for the 2026-2027 municipal year, along with the allocation of seats and nominations for members to serve on these committees. The election of Chairs and Deputy Chairs for these committees also took place.
A significant item discussed was the Members' Remuneration and Allowances for 2026-2027, as determined by the Democracy and Boundary Commission Cymru. The basic salary for elected members was set at £21,044, with senior salaries for roles such as Leader, Deputy Leader, and Cabinet Members also detailed. The report noted that Cardiff Council has a maximum of 19 senior salary positions, excluding civic roles. The remuneration for co-opted and lay members was also confirmed, with hourly and daily rates set for various committee roles.
Climate Emergency and Other Business
A motion affirming Cardiff Council's commitment to addressing the climate emergency and endorsing the Fossil Fuel Non-Proliferation Treaty was carried after considerable debate and amendment. The council also agreed to a revised Members' Code of Conduct, incorporating updated regulations from the Welsh Government regarding protected characteristics and socio-economic circumstances.
The council approved the programme of council meetings for the 2026-27 municipal year, including dates for Full Council, Cabinet, and various committee meetings.
The meeting also included the usual formalities of receiving apologies for absence, approving minutes from the previous meeting, and Lord Mayor's announcements. There were no declarations of interest made that were not already noted in the agenda papers. No urgent business was raised.
