The Adult Care and Public Health Scrutiny Committee met on 28 January 2026 to discuss the Adult Care and Community Wellbeing budget proposals for 2026/27, the future of the Integrated Lifestyle Service, the recommissioning of Home Based Reablement services, and the Director of Public Health's Annual Report. The committee supported passing comments on the budget proposals to the Executive, but voted against recommending the continuation of the Integrated Lifestyle Service in its current form, opting instead to support the Executive's recommendation to dissolve it. They also supported the recommissioning of the Home Based Reablement service and the Director of Public Health's Annual Report.

Review of Financial Performance 2025/26

The Executive of Lincolnshire Council decided on 14/07/2026 to approve recommendations regarding the review of financial performance for 2025/26. The Executive noted the revenue and capital outturns, carry forwards, transfers to and from reserves, and the Annual Treasury Management Review. Authority was delegated to the Chief Finance Officer, in consultation with the Executive Councillor for Resources, to make changes to final recommendations for the use of reserves to support Local Government Reorganisation.

IT Core Infrastructure Rationalisation and Core Platform Support

The Executive of Lincolnshire Council approved a programme of IT infrastructure rationalisation and platform support on 14/07/2026. This decision approves a variation to the contract with Version 1, increasing it by approximately £1.7m to accelerate the delivery of infrastructure and platform consolidation. Authority is delegated to the Executive Director of Resources, in consultation with the Leader of the Council, to finalise the contract variation with Version 1.
