The purpose is to ensure that all employment-related policies remain up to date, legally compliant, and aligned with best practice, organisational needs, and the Council’s objectives and values.

Pay Award and Pay Policy Statement 2025/26

1.1      This report provides feedback at Appendix A (to be provided at the committee), on the consultation with staff on the proposal for the pay award 2026/27. The report provides at Appendix B the Pay Policy Statement for 2026/27. The Council is required by the Localism Act 2011, to prepare a pay policy statement explaining the policies relating to the pay of its workforce, particularly its senior staff and its lowest paid employees.  The Pay Policy Statement 2026/27, sets out the pay scales and policies that applied from 1 April 2025 and the proposed uplift of the pay scales for 2026/27 subject to the approval of the financial implications by the Cabinet.

Planning Department Update

1.1      To seek approval for changes to the Planning Department staffing structure to achieve cost savings and to better align resources with operational needs by strengthening technical capacity. The restructure reflects updated service priorities, increasing operational demands, and the need to ensure the department has the right balance of expertise to deliver a high-quality planning service.
