Officer Key Decision approved the contract award for Central Park Primary School - Phase 1 Decarbonisation Works on 15/07/2026. This decision approved the commencement of a procurement exercise for the works.

Fiona Connolly, Corporate Director of Adults (DASS), and Councillor Susan Masters, Cabinet Member for Health & Social Care, approved the activation of a two-year contract extension for GP Public Health Services on 05/08/2026. This extension is for Newham Health Collaborative to deliver these services.

Rebecca Johnson, Corporate Director of Environment & Sustainable Transport, approved the commencement of a procurement exercise for the Forest Lane Park Restoration Project on 01/09/2026. This decision allows for tendering construction works for the project.

Cabinet approved the Housing Services Improvement Programme update on 15/09/2026. The Cabinet noted progress on the programme and the Council's Voluntary Undertaking with the Regulator of Social Housing. They also noted increased focus on resident outcomes, compliance position, data and governance strengthening, tenant satisfaction measures, and principal risks.

Cabinet approved the disposal of the long leasehold interest of 29 Bidder Street, Canning Town, E16 4SA on 07/05/2024. Authority was delegated to the Director of Property to agree the terms of the sale, in consultation with the Corporate Director of Resources and the Lead Cabinet Member for Finance and Resources. The sale is expected to complete by April 2025.

The Interim Assistant Chief Executive – Change & Improvement & Corporate Director of Resources approved the allocation of £1.111m to 134 People Powered Places projects for 2025-27 on 29/04/2026. This includes £0.080m from the Royal Docks Team and rollover underspends. The decision also approved the withdrawal of the Plaistow Eco Hub project and continued support for the Walton Road Community Garden for a feasibility period.

Rebecca Johnson, Corporate Director Sustainable Transport and Environment, approved the extension of the enforcement concession contract for a period of two years on an unspecified date. This extension is at nil cost to the council and is estimated to generate £2m in income. The contract is with Kingdom LA Support Ltd for environmental enforcement services.

Jason Strelitz, Corporate Director of Adults & Health, accepted £100,000 of funding from the Royal Docks Team for the People Powered Places 2025-27 programme on 19/08/2025. This funding will support community projects in Beckton & Royal Docks and Custom House & Canning Town neighbourhoods, with £80,000 for grants and £20,000 for administration and staffing.

Cabinet decided to note the Overview and Scrutiny Committee Resolution Notice on 15 September 2026. The Overview and Scrutiny Committee resolved to note membership changes, approve previous minutes, note the work programme, and refer budget monitoring and complaints reports to thematic committees. The Committee also recommended Cabinet defer decision-making on the Community Neighbourhoods Model and suggested specific reviews if the model were agreed.

The Cabinet of Newham Council decided to note the Overview and Scrutiny Committee Resolution Notice on 15 September 2026. The Overview and Scrutiny Committee resolved to note changes in membership, approve minutes from a previous meeting, and confirm items for its next meeting. The Committee also recommended that Cabinet defer decision-making on the Community Neighbourhoods Model and provided specific recommendations for its implementation, including public meetings and review of leadership arrangements.

The Officer Key Decision approved the proposal for new residential homes for children with complex mental health needs. Laura Eden, Corporate Director of Children and Young People (DCS), made this decision on 22 September 2026. The decision approves the utilisation of £2.032m from the Council's Capital Programme for refurbishment, and the procurement and award of works contracts for two properties.
