The Council consists of 87 Members. Its responsibilities include approving, adopting or making material changes to the Policy Framework and the Budget; adopting and changing the Constitution; appointing or removing the Leader; agreeing and/or amending the terms of reference for Committees; appointing representatives to outside bodies; adopting the Members’ Allowances Scheme and making the appointment of the Chief Executive.
