The annual meeting of West Suffolk Council saw the election of Councillor Peter Armitage as Chair and Councillor Jools Savage as Vice Chair for the civic year 2026-2027. The council also approved the political balance and appointments to various committees for the upcoming year and agreed to establish a voluntary joint committee to prepare for local government reorganisation.
Election of Chair and Vice Chair
Councillor Peter Armitage was elected as the Chair of West Suffolk Council for the 2026-2027 civic year, succeeding Councillor Phil Wittam. Councillor Jools Savage was elected as the Vice Chair. Councillor Armitage, in his acceptance speech, thanked officers and Councillor Wittam for their support and announced his chosen charities for the year: the Berry Water Meadows Group and Restore Women's Aid.
Cabinet Appointments
Councillor Cliff Waterman, Leader of the Council, confirmed that there would be no changes to the current cabinet, thanking them for their hard work over the past year.
Review of Political Balance and Committee Appointments
The council reviewed and approved the political balance and the allocation of seats and substitutes on its committees for the 2026-2027 municipal year. This process ensures that committees reflect the overall political composition of the council, as required by the Local Government and Housing Act 1989. The report noted that a recent by-election vacancy meant the political balance reflected the current composition, with the potential for review following the election's outcome. The appointments to specific committees, including the Development Control Committee, Licensing and Regulatory Committee, Overview and Scrutiny Committee, and Performance and Audit Scrutiny Committee, were also agreed.
Local Government Reorganisation: Establishment of a Voluntary Joint Committee
The council agreed to establish a voluntary joint committee to prepare for the forthcoming local government reorganisation in Suffolk. This committee will become a statutory joint committee once the relevant Structural Change Order is enacted by Parliament, expected by the end of 2026. The purpose of this committee is to facilitate the transition to the new unitary authorities, which are scheduled to be established on 1 April 2028. Councillor Waterman explained that while the exact membership numbers were still being finalised with the government, appointments would be made by Cabinet. Councillor Beccy Hopfensperger sought clarification on whether the committee would be cross-party, and Councillor Waterman confirmed that while not a statutory requirement, the membership would naturally include councillors from different authorities within the new unitary area, ensuring political variety. The draft terms of reference for the joint committee were also approved, with the final terms to be determined by the committee members themselves.
Appointments to Scrutiny Committees
The council appointed the chairs and vice-chairs for the Overview and Scrutiny Committee and the Performance and Audit Scrutiny Committee for the 2026-2027 year. Councillor Sarah Broughton was elected Chair of the Overview and Scrutiny Committee, with Councillor Marion Rushbrook as Vice Chair. Councillor Peter Armitage was elected Chair of the Performance and Audit Scrutiny Committee, and Councillor Janne Jarvis was elected Vice Chair.
