The Garioch Area Committee met on Tuesday 02 June 2026 to discuss the year-end performance reports for Education and Children's Services and Environment and Infrastructure Services, as well as the Area Committee Budget and Community Council grants. Key discussions included educational attainment, the condition of council facilities, and the allocation of funds to local groups and community councils.
Education and Children's Services Year-End Performance Report
The committee received an update on the performance of Education and Children's Services (ECS) for the 2025-26 financial year, aligning with the council's priorities for 2024-2029. Anne-Marie Davis-McClannan presented the report, highlighting that 60% of performance measures were meeting or exceeding targets. Positive outcomes included high attainment in numeracy and improving literacy, strong foundation apprenticeship completion rates, and high levels of positive post-school destinations. However, areas requiring further focus were identified, particularly participation in Live Life Aberdeenshire services and the condition of some facilities.
Councillor Walker raised concerns about a 5.6% decrease in positive destination outcomes for Inverurie Academy. Ms. Davis-McClannan explained this was due to cohort complexity, increased mental health challenges, persistent non-attendance, and system capacity pressures within Skills Development Scotland. She reassured the committee that the school leadership team was aware of the affected young people and was working with multi-agency partners.
Councillor Grant inquired about the difference between literacy and numeracy attainment figures, noting that numeracy rates were higher. Ms. Davis-McClannan explained that while numeracy has a more definitive right/wrong answer, literacy involves more subjectivity. She highlighted a drop in literacy attainment at the first level of the Curriculum for Excellence, particularly in writing, which is being addressed through targeted support and moderation work.
Councillor Keating questioned the recurring recommendation for six-month reports and raised concerns about declining membership figures for Live Life Aberdeenshire (LLA) services. Ms. Davis-McClannan stated that the LLA membership drop was primarily from the library service, with some signs of recovery. She also noted operational challenges with heating at Westhill, which have since been resolved.
Councillor Reid raised concerns about the condition of LLA buildings in Garioch, with one-third reported as unsatisfactory. Ms. Davis-McClannan committed to providing specific data on which buildings were unsatisfactory and their condition grades.
The committee acknowledged and considered the progress made and instructed the Director of Education & Children's Services to continue presenting performance reports on a six-monthly basis.
Environment and Infrastructure Services Performance Report
Anna Tolson presented the Environment and Infrastructure Services (EIS) performance report for Q3 and Q4 of 2025-26. The overall position was described as stable, with most indicators on target. Planning-related indicators remained strong, and housing indicators were broadly positive, with tenant arrears and void rent loss performing within target. However, homelessness resolution times remained above target due to sustained demand pressures. A persistent challenge was street lighting faults completed within seven days, which remained off-target.
Councillor Keating queried the alert
status for street lighting faults and requested more detailed narrative. Ms. Tolson explained that alert
was a peculiarity of phrasing and would be clarified as red
in future reports. She also noted that a template for more detailed officer explanations was being developed.
Councillor Grant asked about further improvement potential for void rent loss and the turnover rate for specific property types. Ms. Tolson committed to seeking this information from the specialist housing performance team.
The committee was recommended to consider and comment on the progress of EIS performance indicators for the Garioch Area.
Garioch Area Committee Budget 2026-27
Anne Overton and Alison Cumming presented the report on the Garioch Area Committee Budget for 2026-27, which has an allocation of £17,800. The proposal was to consolidate the funding into a single open fund of £15,000, with a maximum grant of £2,000 and a 50% match funding requirement, to be administered by the Area Manager with delegated authority. An additional £2,800 was proposed for the delivery of Place Plans, Local Place Plans, and Community Action Plans, with any unallocated funds returning to the open fund.
Councillor Keating raised concerns about the proposed deadline for spending the £2,800 for place plans and the consistency of language regarding grant claims and receipts. Ms. Overton clarified that the deadline was challenging but achievable and that unallocated funds would be returned to the open fund.
Councillor Grant inquired about the dispersal of funds, specifically if it would be on a first-come, first-served basis, and the distinction between capital and revenue funding. Ms. Cumming confirmed that it would be first-come, first-served and that the fund primarily supported capital projects, with a presumption against revenue funding except for start-up costs.
The committee agreed to the proposed allocations and revised criteria.
Community Councils in Garioch
The committee considered the proposed allocations for Garioch Community Council Grants for the period 1 April 2026 to 31 March 2027. The total budget for Aberdeenshire is £72,300, with Garioch's allocation being £11,877. The report detailed the fixed and variable grant amounts for each Community Council within Garioch.
Updates were provided on support for Community Councils, including a proposed networking event, updated training modules on ALDO, and ongoing reviews of the Scheme for the Establishment of Community Councils. The report also highlighted the pilot improvement regarding co-options, which has been popular with Community Councils.
The committee noted the updates and agreed to the proposed allocations for Garioch Community Council Grants.
