The Executive of Lincolnshire Council met on Tuesday 09 June 2026, approving key strategies and plans for the county's future development and environmental protection. Decisions included the adoption of the Lincolnshire Minerals and Waste Local Plan, the Greater Lincolnshire Local Nature Recovery Strategy, and the Children in Care and Care Leavers Strategy, alongside the approval of the Council Plan Performance Framework and an extension to the Housing Related Support Service contract.

Lincolnshire Minerals and Waste Local Plan Proposed Submission Draft

The Executive approved the publication of the Proposed Submission Lincolnshire Minerals and Waste Local Plan (LMWLP) for a six-week consultation period. This plan, which covers the period up to 2042, sets out policies for minerals supply and waste management and allocates sites for sand, gravel, and limestone extraction. The Executive also delegated authority to the Head of Planning, in consultation with the Executive Councillor for Environment, to make non-material modifications to the plan and associated documents before publication. Furthermore, the Executive endorsed the LMWLP and supporting documents, recommending their approval to Full Council for submission to the Secretary of State. Delegations were also made to the Head of Planning to determine modifications arising from the consultation and examination process.

Greater Lincolnshire Local Nature Recovery Strategy

The Executive adopted the Greater Lincolnshire Local Nature Recovery Strategy (LNRS), a requirement of the Environment Act 2021, and authorised its submission to the Secretary of State for publication. The strategy identifies priorities for nature recovery, maps valuable existing natural areas, and proposes actions for habitat creation and restoration across Lincolnshire, North Lincolnshire, and North East Lincolnshire. Authority was delegated to the Executive Director of Place, in consultation with the Executive Councillor for Environment, to make minor amendments to the strategy prior to publication.

Children in Care and Care Leavers Strategy 2026-29

The Children in Care and Care Leavers Strategy 2026-29 was approved by the Executive. This strategy outlines how Lincolnshire County Council will continue to fulfil its role as a corporate parent to children in its care and care leavers up to the age of 25. The strategy, developed in consultation with young people, partners, and elected members, focuses on improving outcomes through safety, stability, health and wellbeing, education, participation, preparation for independence, and positive identity and relationships.

Housing Related Support Service Contract Extension

The Executive approved a four-month extension to the Housing Related Support (HRS) Service contract, from 1 April 2027 to 31 July 2027, at a value of £734,000. This extension, funded by the Public Health Grant, is necessary to allow for further discussions with District Councils regarding potential joint funding options for the service. The HRS Service supports vulnerable adults with mental health and/or substance use issues who are homeless or at risk of homelessness, helping them to access services and develop independent living skills. Authority was delegated to the Executive Director for Adult Care and Community Wellbeing to finalise the extension terms.

Council Plan Performance Framework 2026

The Council Plan Performance Framework 2026 was approved by the Executive. This framework, structured around four core themes – Family, Community, County, and Spending Wisely – will be used for quarterly reporting on performance against the Council Plan's commitments. It combines performance indicators and key delivery activities, incorporating benchmarking against national and peer authorities where appropriate. The framework will be reviewed annually to ensure its continued relevance and proportionality.

Appointment to Outside Bodies

The Executive approved appointments to various outside bodies for the forthcoming year, as detailed in Appendix A of the report. This includes appointments to bodies such as the County Councils Network, East Midlands Councils, the Greater Lincolnshire Combined County Authority, and the Lincolnshire Waste Partnership. A new body, the Skegness Neighbourhood Board, requiring a County Council representative, was also noted. The appointments aim to ensure continued Council representation and engagement in strategic partnerships and community initiatives.
