Open Council Network is an independent organisation. We report on Kingston upon Thames and are not the council. About us
The Kingston and North Kingston Neighbourhood Committee is scheduled to meet on Monday 15 June 2026. The meeting's agenda includes discussions on neighbourhood working arrangements, councillor ward funding, and a verbal report from the Neighbourhood Manager. A significant portion of the meeting is dedicated to considering two planning applications.
Planning Applications
The committee is scheduled to consider two planning applications. The first is for Appletree Court, 9 Gallows Yard, Kingston Upon Thames, KT2 7DW1, which proposes the erection of a second-floor extension to create two additional self-contained dwellings. This application has been referred to the committee due to five objections received, and the report suggests approval subject to conditions and a legal agreement.
The second planning application concerns 49 Lower Kings Road, Kingston Upon Thames, KT2 5JA2. This proposal involves a change of use of an existing nursery to two four-bedroom residential units, along with alterations to the front entrance, rear extensions, and a roof extension to facilitate a loft conversion. Associated parking, private amenity space, and refuse stores are also part of the plan. This application is also being brought before the committee due to five objections and is recommended for approval, subject to conditions.
Neighbourhood Working Arrangements 2026-30
The committee will determine arrangements for managing its business for the new municipal term, which will extend up to May 2030. This discussion, detailed in Appendix B of the public reports pack3, will cover how the committee will operate and make decisions over the coming years.
Councillor Ward Funding Arrangements
The committee is set to agree on the Councillor Ward Funding arrangements for the 2026/27 municipal year, as outlined in Appendix C of the public reports pack4. This will involve deciding how the allocated funds, which remain at £2,000 per Councillor, will be managed, including options for pooling the budget or retaining individual councillor discretion.
Neighbourhood Manager Verbal Report
A verbal report from the Neighbourhood Manager is scheduled to provide an update on matters within the neighbourhood.
Decision Progress Update
An update on decisions previously made by the committee will be presented, as detailed in Appendix E of the public reports pack5. This will likely cover the progress of various local initiatives and projects.
