Open Council Network is an independent organisation. We report on Sutton and are not the council. About us
The Strategy and Resources Committee of Sutton Council is scheduled to convene on Monday 22 June 2026. The meeting's agenda includes a review of the council's financial performance for the 2025/26 financial year, a discussion on the selection of a tenant for Throwley Yard, and an update on the procurement of electric vehicle charging points.
Financial Performance and Outturn 2025/26
The committee is set to receive an update on the council's financial performance and budget outturn for the 2025/26 financial year. This report, titled Finance and Performance – Quarter 4 Outturn 2025/26
[https://moderngov.sutton.gov.uk/documents/g6280/Public%20reports%20pack%2022nd-Jun-2026%2019.00%20Strategy%20and%20Resources%20Committee.pdf?T=10], details the final financial position for the year. It is scheduled to note a general fund revenue outturn service overspend of £0.46m, which is offset by the use of contingency funds and an underspend in corporate costs, resulting in an overall underspend of £3.19m. This underspend is to be used to create a high needs block repayment reserve and increase general fund reserves. The report also highlights a Dedicated Schools Grant (DSG) revenue outturn overspend for 2025/26 of £10.91m, leading to a cumulative deficit balance of £21.48m. The Housing Revenue Account (HRA) is noted to have a revenue outturn overspend of £0.04m. The committee will also review the 2026/27 budget delivery assessment and the capital outturn of £107.99m.
Selection of Tenant for Throwley Yard
A report concerning the selection of a tenant for Throwley Yard is scheduled for discussion. Throwley Yard, located at 2 Throwley Road, Sutton SM1 4GJ, was regenerated through the Council's Future High Streets Fund programme and is now available for reletting. This initiative aligns with the Ambitious for Sutton
priority of delivering strong and fair economic growth and the Council's 2025 Economic Growth Plan, aiming to boost the borough's leisure and cultural offer and attract investment. The report, titled Selection of tenant - Throwley Yard

This recommended bidder is considered to make the best contribution to the vitality of the town centre and night-time economy, although they may not represent the highest financial offer. The council is permitted to approve a discount of up to £2 million against the best consideration level if it is deemed appropriate for the economic, social, or environmental well-being of the area.
Electric Vehicle Charging Point (EVCP) Procurement
The committee is to receive an update on plans to increase the supply of Electric Vehicle Charging Points (EVCPs) in the borough using council-owned assets. The proposal involves utilising approximately 40 council-owned sites to provide around 180 new fast, rapid, and ultra-rapid EV chargers. This will be achieved through a concessionary contract with an EVCP operator, who will own and manage the chargers, with the council retaining a share of the income generated. The report, titled Electric Vehicle Charging Point (EVCP) Procurement

The committee is asked to delegate the award of the contract to the Strategic Director of Resources, in consultation with the Lead Member for Resources and the Chair of the Environment & Sustainable Transport Committee. This project aligns with the council's priorities of An efficient and well run Council
and Action on climate change

Strategy and Resources Committee: Policy and Strategy Overview
A report providing an overview of key developments across the areas for which the Strategy and Resources Committee is responsible is scheduled for discussion. This report, titled Strategy and Resources Committee: Policy and Strategy Overview
