The Annual Full Council meeting of Haringey Council was scheduled to address the election of the Mayor for the upcoming year and review the council's financial statement for the previous municipal year. The meeting's agenda also included discussions on committee appointments, the adoption of new policies, and reports from various council bodies.
Election of Mayor
A key item on the agenda was the election of the Mayor for the ensuing year 2024/25. According to the Local Government Act 1972, the Mayor is elected annually by the Council from among its councillors, with the election being the first business of the Annual Meeting. In the event of an equality of votes, the person presiding at the meeting has the casting vote.
Appointments and Committees
The council was scheduled to agree on the appointments procedure and appoint committees and other bodies for the municipal year 2024/25. This included the selection of chairs and vice-chairs for these committees. Additionally, appointments to outside bodies were to be made. Reports from the Chief Executive were expected to provide details on these appointments.
Financial and Attendance Reports
The meeting was set to receive the end of municipal year financial statement for 2023/24. A report from the Monitoring Officer and Head of Legal Services was also listed. Furthermore, a statement of councillors' attendance at meetings of the Council, committees, and sub-committees, in accordance with Council Procedure Rules, was to be presented.
Filming at Meetings
Attendees were reminded that the meeting might be filmed or recorded for broadcast. The notice stated that by entering the meeting room and using the public seating area, individuals were consenting to being filmed and to the possible use of those images and sound recordings. The Chair of the meeting retained the discretion to terminate or suspend filming if it disrupted proceedings or infringed on legal obligations.
Other Business
The agenda also included receiving apologies for absence, considering late items of business, and declarations of interest. A written notification of the appointment of the Deputy Mayor was to be received. The minutes of the previous meeting held on 14 March 2024 were to be approved as a correct record. A vote of thanks to the retiring Mayor and Deputy Mayor, and their consorts, was also scheduled. The council was also to receive communications from the Mayor and reports from the Chief Executive regarding the annual calendar of Committee meetings for 2024/25.
