The Licensing Committee of Wiltshire Council is scheduled to convene on Monday 14 September 2026. The meeting's agenda includes updates from various council teams, a review of licensing appeals, and the minutes from previous Licensing Sub Committee meetings.

Licensing Sub Committee Minutes

The committee is scheduled to receive and review the minutes from several Licensing Sub Committee meetings. These include discussions concerning an application for a Premises Licence for GemFest at Charlton Park, Malmesbury, and a review of the Premises Licence for the Shindig Festival, also at Charlton Park, Malmesbury. Additionally, minutes from a review of the Premises Licence for Tidworth Kebab and Pizza House at 8 Station Road, Tidworth, and an application for a Premises Licence for Stonehenge Campsite Ltd on Berwick Road, Winterbourne Stoke, Salisbury, are to be presented.

Updates from Council Teams

Several teams within Wiltshire Council are scheduled to provide updates to the committee. Jason Salter, Head of Service for the Passenger Transport Unit, will present an update on behalf of his team. The Passenger Transport Unit is experiencing growing demand, particularly for students with Special Educational Needs and Disabilities (SEND) and Education, Health and Care Plans (EHCPs). The team is also examining the market share of contracts awarded to taxi providers, noting a trend towards fewer companies securing a larger proportion of contracts.

The Police Licensing Officers will also provide an update to the committee.

Danial Farr, Principal Compliance Officer, has prepared an update from the Taxi Licensing Team. This update includes information on the ongoing Wessex Devolution taxi licensing project, which aims to create a unified policy across Wiltshire, Bournemouth, Christchurch and Poole, Dorset, and Somerset Councils. The team has also successfully implemented a large-scale safeguarding training programme for licensed drivers and introduced a new online booking system for vehicle inspections. The rise of app-based booking platforms like Uber is also noted, leading to an increase in Private Hire vehicle licences.

Emma Pain, Public Protection Manager – Community Protection, will present an update from the Public Protection Licensing Team. This update highlights the team's involvement in supporting numerous events across Wiltshire, including the Izambezi Festival, where a Prohibition Notice was issued. The team has also seen an increase in Temporary Event Notice (TEN) applications and Freedom of Information requests. A new risk rating system for licensed premises inspections has been implemented, categorising premises as Low, Medium, or High Risk to determine inspection frequency.

Licensing Appeals Update

The committee is scheduled to receive an update on any appeals that have been lodged against decisions made by the Licensing Sub Committees.
