The Council meeting on 26 September 2024 saw a range of important decisions made, including the appointment of statutory officers and changes to members' allowances. Significant discussions also took place regarding fire safety in residential buildings and the coordination of waste and green space maintenance.
Appointment of Statutory Officers and Members' Allowances
The Council formally appointed Mr Richard Ennis as the interim Section 151 Officer and Chief Financial Officer, and Mr Lloyd White as the interim Monitoring Officer. These appointments were made to ensure continuity and expertise in financial management and legal oversight.
In addition, the meeting approved an increase in Special Responsibility Allowances (SRAs) for key roles. The SRA for the Independent Chair of the Audit Committee was increased to £8,000 per annum, and an SRA of £8,000 per annum was introduced for the Chair of the Pensions Committee. These changes aim to attract qualified individuals to these important positions and reflect the significant responsibilities involved.
Fire Safety in Residential Buildings
A motion was passed acknowledging the ongoing need for fire safety remediation in private sector residential buildings within the borough, following the Grenfell Tower Inquiry report. The Council is to provide the Corporate Resources and Infrastructure Select Committee with an up-to-date list of these buildings and monitor their remediation progress until all residential buildings meet the required fire safety standards. This decision highlights the Council's commitment to public safety and its awareness of the continued risks associated with unsafe cladding and other flammable materials.
Coordination of Maintenance Activities
A motion was passed to improve the coordination between Waste Services and Green Spaces to ensure litter is removed before grass cutting. While an amendment was accepted to acknowledge the Council's existing work on climate change and rewilding, the core resolution remains to enhance efficiency in maintenance activities. This addresses resident concerns about litter being shredded and distributed during grass cutting, which can pose risks to children, pets, and wildlife, as well as cause damage to machinery.
Other Matters Discussed
The Council also noted amendments to Cabinet Portfolios, with responsibility for Fleet and Passenger Services transferring from the Cabinet Member for Property, Highways and Transport to the Cabinet Member for Finance.
Members also raised questions regarding the recent vandalism of traffic lights, the accessibility of the new Uxbridge Library, the impact of the government's decision to cut the winter fuel allowance for pensioners, and the findings of an Ofsted and Care Quality Commission Area SEND inspection. The Council confirmed its commitment to working with Transport for London (TfL) and the police to address traffic light vandalism and outlined measures to support residents affected by the withdrawal of the winter fuel allowance. Updates were also provided on the SEND inspection, with the Council acknowledging the need for improvements in the quality assurance of Education, Health and Care Plans (EHCPs).
