South Holland District Council was scheduled to discuss a range of topics at its meeting, including committee seat allocations, the delivery of a health and wellbeing hub, a waste services delivery model, and the implementation of new HR policies. Councillors were also scheduled to hear updates from portfolio holders and consider reports from various committees.
Allocation of Seats Review
The council was scheduled to review committee seat allocations and make appointments, in accordance with the Local Government and Housing Act 19891 and the Local Government (Committees and Political Groups) Regulations 1990. The report pack included proposed changes to the membership of several committees, including the Performance Monitoring Panel, Policy Development Panel, Governance and Audit Committee, Licensing Committee/Committee of the Licensing Authority, Planning Committee, Chief Officer Employment Panel, Chief Officer Employment Appeals Panel, Standards Panel, Appeals Panel, and Settlements Agreements Sub Committee. Appendix 1 to the Agenda Supplement 1 detailed the proposed changes.
South Holland Health and Wellbeing Hub Project
The council was scheduled to consider recommendations from a special cabinet meeting regarding the delivery of the South Holland Health and Wellbeing Hub Project. The appendices to the report were included in the original agenda pack, but the covering report, including recommendations and minutes from the cabinet meeting, was to be sent to members separately. Both the covering report and appendices were considered exempt under paragraph (3) of Part 1 of Schedule 12A of the Local Government Act 1972.
Waste Services Delivery Model
The council was scheduled to discuss a report from a cabinet meeting on 26 June 2025, regarding the waste services delivery model. The recommendations from the cabinet included:
- Approving the drawing forward of £3.150m from the Capital Programme allocation for 2028/29 and 2030/31 into 2026/27 to fund the capital costs of purchasing food waste collection vehicles and wheeled bins.
- Approving the rephasing of £0.735m in the Capital Programme allocations for Food Waste for 2025/26 into 2026/27 to fund the capital costs of purchasing food waste collection vehicles.
- Approving the rephasing of £0.225m in the Capital Programme allocations for refuse and recycling vehicles for 2025/26 into 2026/27 to fund the capital costs of purchasing new refuse collection vehicles.
- Approving an addition of £3.771m to the Capital Programme in 2026/27 to fund the capital costs of purchasing food waste collection vehicles and wheeled bins.
The report to the cabinet, included as Appendix 1 to the report pack, noted that the Environment Act 2021 introduced a waste reform programme across England with simpler recycling a central pillar to this. This required collections to separate paper and card from other recyclables along with a weekly food waste collection.
Implementation of HR Policies
The council was scheduled to consider a report seeking approval for revised and new HR policies. The policies included in the report pack were:
- Drugs and Alcohol at Work Policy
- Menopause Policy
- Family Leave Policy
- Disciplinary Policy
- Adverse Weather Policy
- Volunteer Policy
The covering report stated that the policies had been developed by Public Sector Partnership Services, with input from a Readers' Panel consisting of Officers and Trade Union Representatives.
Portfolio Holder Updates
Councillors were scheduled to note portfolio holder updates on work being undertaken within each of their portfolios. Councillor Charles Nicholas Worth, Leader of the Council, was expected to provide updates on the Mayoral Combined County Authority, Local Government Re-organisation, markets, the Business Improvement District (BID), and the Spalding Town Board. Councillor Paul Redgate, Deputy Leader and Portfolio Holder for Finance, was expected to discuss finance, the UK Shared Prosperity Fund (UKSPF), and Internal Drainage Boards (IDBs). Councillor Jim Astill, Portfolio Holder for Corporate, Governance, Communications and Environmental Services, was expected to provide updates on governance, corporate matters, and environmental services. Other portfolio holders were also expected to provide updates on their respective areas.
Key Decision Plan
The council was scheduled to receive the current Key Decision Plan. The plan outlines key decisions that the council is likely to make over the next twelve months. Some of the key decisions listed in the plan included:
- Destination Lincolnshire Local Visitor Economy Partnership Destination Management Plan and South and East Lincolnshire Councils Partnership Destination Management Plan
- Land in Holbeach
- South and East Lincolnshire Councils Partnership Safeguarding Policy
- Local Government Reorganisation - Business Case to Government
- Approval of the award and spend of funding from the UK Shared Prosperity Fund and Rural England Prosperity Fund 25/26
Annual Treasury Report 2024/25
The council was scheduled to discuss the Annual Treasury Report 2024/25. The report provides members with a review of the council's treasury management activities, including borrowing, investment, and debt management. The report noted that the council's investment policy is governed by Ministry of Housing, Communities and Local Government (MHCLG) investment guidance, which has been implemented in the annual investment strategy.
Health Scrutiny for Lincolnshire Report
Councillor Glynis Scalese was scheduled to provide an update following the latest meeting of the Health Scrutiny Committee for Lincolnshire. The report included information on general practitioner practices provision in Lincolnshire, improving access and services, strategic support and best practice sharing, commissioned services and workforce, patient registration statistics, the Primary Care Access and Recovery Plan, and Care Quality Commission ratings for Lincolnshire practices.
