The Cabinet of South Holland Council met on Monday 24 November 2025 and approved recommendations for the Pride in Place Programme in Spalding and the submission of a proposal for Local Government Reorganisation to the Government.

Pride in Place Programme (Spalding)

The Cabinet approved the submission of a ten-year Regeneration Plan and a four-year investment profile for Spalding under the UK Government’s Pride in Place Programme¹. This decision enables the council to meet the programme's submission deadline of midday on 28th November 2025 and provides an efficient mechanism to respond to any queries or required amendments during the assessment process. The programme offers additional resources that will support the delivery of established corporate priorities, including those within the Growth and Prosperity Plan and the SELCP Cultural Framework². The alternative of not participating in the programme or seeking an alternative accountable body structure were considered and discounted. Authority was delegated to the Director of Economic Development to agree any amendments to the final draft Regeneration Plan and Investment Profile, in consultation with the Chair of the Spalding Town Board, Section 151 Officer, and Leader of the Council. Authority was also delegated to the Council’s Section 151 Officer to approve the submission of the Pride in Place Programme information for Spalding to UK Government.

Local Government Reorganisation - Proposal to Government

The Cabinet approved the submission of a proposal for Local Government Reorganisation in Greater Lincolnshire to the Government. This decision is aimed at enabling the council to meet the submission deadline of 28th November 2025. The proposal, developed collaboratively by Boston Borough Council, East Lindsey District Council, and South Holland District Council, is titled 'A Greater Lincolnshire for All'³. It advocates for the creation of two unitary councils, one in the North and one in the South of the region, based on extensive engagement with communities, businesses, and stakeholders. The proposal argues that this model offers the best opportunity for Greater Lincolnshire, providing significant financial savings and wider economic benefits. Alternative options, including not submitting a proposal or considering other proposals, were considered and discounted. Authority was delegated to the Assistant Director – Corporate, in consultation with the Leader of the Council, to make any necessary changes or additions to the proposal before its submission to the Government.
