The Environment Scrutiny Committee met on Friday 13 February 2026 to discuss the Humber 2100+ flood risk management strategy, a new Environment Policy, and performance reporting for waste and flooding services. The committee acknowledged the progress on the Humber 2100+ programme and recommended continued support for the initiative. The Lincolnshire Council Executive met on Tuesday to discuss active recovery beds, the adult social care strategy, the sufficiency strategy for special educational needs and disabilities (SEND) and alternative provision, and the rights of way improvement plan. Councillors voted to approve the recommissioning of active recovery beds, and the SEND strategy, and to adopt the rights of way improvement plan. However, they voted to reject the adult social care strategy, sending it back for further review and engagement.

The Executive of Lincolnshire Council approved the Better Belonging Lincolnshire SEND and AP Sufficiency Strategy 2025-2028 on 04/11/2025. The decision maker delegated authority to the Executive Director – Children’s Services, in consultation with the Executive Councillor for Children’s Services, to progress the strategy's delivery. The Executive also supported a review of vacant properties for potential repurposing to meet educational priorities.

Lincs Coast 2100+ Programme

The Executive of Lincolnshire Council decided on 07/10/2025 to approve recommendations for the Lincs Coast 2100+ Programme. The council agreed to a financial contribution of up to £0.995m for the first stage of a business case for coastal flood resilience and economic sustainability, and to support the Environment Agency's beach nourishment programme. Authority was delegated to the Executive Director – Place, in consultation with the Executive Councillor – Environment, to agree partner contributions and undertake actions to reach Gate Zero, and to the Deputy Chief Executive and Executive Director – Resources, in consultation with the Leader of the Council, to make funding reprioritisation decisions. Reports will be submitted to the Environment Scrutiny Committee every three months.
