The Full Council, comprising all 51 Islington councillors, meets around six times a year to set the council's strategic direction and governance. It elects the Leader, establishes committees, approves the annual budget and council tax, and agrees the borough-wide policy framework. The Full Council also considers public questions, petitions, and councillor motions, except when setting the budget. Annually, it elects the Mayor and Deputy Mayor and appoints councillors to committees. Occasionally, it convenes to award the Freedom of the Borough, the council's highest honour.
