The Cabinet of Haringey Council met on Tuesday 15 September 2026 to discuss several key financial and service-related matters. Significant decisions were made regarding the council's financial update for Quarter 1 of 2026/27, the procurement of an enhanced environmental enforcement contract, and the variation and extension of the pan-London online sexual health service agreement. Additionally, the Cabinet approved the award of a contract for a substance misuse peer-led service and noted the finance update report.

Finance Update Report Quarter 1

Cabinet noted the challenging financial position of the council, with a forecast total revenue outturn variance for the General Fund of £21.7 million. This variance is comprised of £16.71 million in base budget pressures and £4.99 million from the non-delivery of savings. A net forecast overspend of £8.4 million was noted for the Dedicated Schools Grant (DSG), primarily related to the High Needs Block, and a net forecast overspend of £3.478 million for the Housing Revenue Account (HRA). The forecast for General Fund and HRA capital expenditure was £545.2 million, representing 75.6% of the total 2026/27 budget. Cabinet approved revenue budget virements and the receipt of grants, as well as proposed budget adjustments and virements to the capital programme. Debt write-offs approved in Quarter 1 2026/27 were also noted.

Approval to Procure Enhanced Environmental Enforcement Contract

Cabinet approved the commencement of a procurement exercise for an enhanced environmental enforcement contract. This contract will cover offences listed in Appendix 1 of the report, in accordance with Contract Standing Order (CSO) 2.01.b). The Council will tender for the enforcement of these offences, and it was noted that the outcome of the procurement is expected to be cost-neutral to the Council, with the Council retaining a proportion of the value of collected Fixed Penalty Notices (FPNs). The decision was made in response to resident concerns about littering and fly-tipping, and to align with the Corporate Delivery Plan's commitment to a cleaner, low waste Haringey. The existing contract with Kingdom Services Group Limited expires in 2027, necessitating a new arrangement.

Contract Variation and Extension of the Inter-Authority Agreement (IAA) Pan-London Online Sexual Health Service

Cabinet approved the variation of terms to extend the Council's existing Inter-Authority Agreement (IAA) with the City of London for access to the pan-London online sexual health service. This extension will be for a period of 12 months from 15 August 2026, with an option to extend for a further 12 months. The estimated value for this extension is £620,000 for 12 months, totalling £1,240,000 for 24 months. The aggregated total spend by the Council, including this proposed variation and extension, will be £4,775,776, excluding VAT. This decision ensures the continuity of vital sexual health support for residents while a new contract is finalised by the City of London, following procurement delays.

Substance Misuse Peer Led Service

Cabinet approved the commencement of a procurement exercise for an integrated Substance Misuse Peer-Led, Harm Reduction and Outreach Service. Following this, the contract was awarded to Bringing Unity Back Into the Community (BUBIC) for an initial period of three years, from 1 October 2026 to 30 September 2029, at a cost of £1,475,421. An option to extend for a further period of up to 12 months brings the total aggregated contract value to £1,967,228. This decision ensures the uninterrupted continuation of essential peer support and outreach services for individuals affected by substance misuse in Haringey. The procurement process complied with the Health Care Services (Provider Selection Regime) Regulations 2023.

Matters Referred to Cabinet by the Overview and Scrutiny Committee

Cabinet considered responses to two scrutiny reviews:

• Prevention of Violence Against Women & Girls: Cabinet noted the recommendations from the Overview & Scrutiny Committee's review and agreed to the proposed responses. The report highlighted the Council's commitment to tackling violence against women and girls, including strengthening staff training, expanding community support, and developing a new Gender Based Violence (GBV) Strategy.
• Provision of Services for Children Under One Year Old: Cabinet noted the recommendations from the Children and Young People's Scrutiny Panel's interim report and agreed to the proposed responses. The review assessed the effectiveness of services supporting children under one and their families, acknowledging challenges such as capacity pressures and the need to address inequalities in access to early education and childcare.

Minutes of Other Bodies

Cabinet noted the minutes of various Cabinet Member Signings, including decisions on the Interim 2026/27 Crisis and Resilience Fund Policy, Selby Urban Village works contractor, Heartlands bus proposals, Haringey Culture Collective governance, NEC Housing re-procurement, acquisition of homes at 76 Mayes Road, Wood Green, correction of a company name for dockless bike services, Broadwater Farm Estate Major Works Programme, and the Gas Contract correction.
