Open Council Network is an independent organisation. We report on Boston and are not the council. About us
The Full Council of Boston Council met on Monday 20 January 2025. The council debated a proposed new members' allowances scheme, with an amendment to backdate allowances to 1 April 2024, which was carried after a vote. The substantive motion was then voted on and carried, with a secret ballot. Councillor James Cantwell expressed concerns about increasing councillors' salaries while residents perceive a decline in service standards. Councillor Anne Dorrian, Leader of the Council, countered this, stating that services were not slipping and the administration was working to improve the town.
Revisions to the Council Tax Support (CTS) scheme were approved. The changes include increasing the maximum CTS for households with children to 100% and for other households to 85%. The earnings disregard for Universal Credit claims will be removed, a standard £10 rate for non-dependent deductions will be introduced, and a minimum award of £1 per week will be established. The upper capital limit will be reduced to £10,000, and a £30 per week threshold for changes in Universal Credit will be implemented, with discretion for flexibility. The scheme will operate in line with Department for Work and Pensions (DWP) operating amounts for 2025/26.
Councillor James Cantwell put forward a motion to support local farming and initiate a Community Governance Review to establish a Boston Town Council. The motion aimed to protect the town's assets and heritage. Councillor Anne Dorrian, Leader of the Council, proposed an amendment to delete two bullet points from the motion, which was carried. The amended motion then failed to pass. Councillor Dorrian assured the council that a report outlining the way forward for a Community Governance Review would be brought to the next full council meeting.
The council appointed Jo Brigham as a new director to PSPS Limited, a local authority trading company, effective from 1 February 2025, until the annual meeting in May 2027. The council also agreed that future appointments and removals of directors to outside bodies could be designated as an executive function.
In other discussions, the council received an update on financial investments, with Councillor Paul Gleeson raising concerns about investments in companies with poor environmental, social, and governance (ESG) credentials. Councillor Anton Dani asked for clarification on why certain investment details were marked as non applicable
for transparency. Councillor Anne Dorrian acknowledged the concerns and stated she would review her own banking arrangements.
A discussion also took place regarding the council's response to recent flooding incidents. Councillor Anne Dorrian thanked councillors and officers for their efforts. A coffee morning was announced to raise funds for Skirbeck Quarter charities, with an appeal for donations of cakes and children's toys.
