Local Government Reorganisation - Your Lincolnshire Business Case Proposal

A key item scheduled for discussion was the Local Government Reorganisation - Your Lincolnshire Business Case Proposal . This report, prepared by Chief Executive Debbie Barnes OBE, Deputy Chief Executive and Executive Director – Resources Andrew Crookham, and Head of Transformation Clare Rowley, was intended for the Board's consideration before being presented to the Council on 21 November 2025. The outcome of the Board's views was to be reported to the Council and the Deputy Leader of the Council, Councillor Robert Antony Gibson, who would make a decision between 21 and 28 November 2025. The proposal itself was extensive, covering 460 pages and including appendices on engagement analysis, an Equality Impact Assessment (EIA), and letters of support. ¹

Review of Financial Performance 2025/26 - Quarter 2

The Board was scheduled to receive a report from Michelle Grady, Assistant Director – Finance, detailing the Council's financial performance for the second quarter of 2025/26. This report, which was also to be presented to the Executive on 2 December 2025, aimed to provide an overview of the Council's financial standing. The Board's feedback was intended to inform the Executive's consideration of the financial performance.

Karen Tonge, Treasury Manager, was scheduled to present a report on the treasury management activities and performance for the second quarter of 2025/26, up to 30 September 2025. This report included several appendices detailing specific aspects of the treasury management operations.

Annual Health & Safety Report 2024-25

Fraser Shooter, Head of Health and Safety, was due to provide the Annual Health & Safety Report for 2024-25. This report was intended to offer an overview of the key achievements, activities, and statistics related to Lincolnshire County Council's (LCC) compliance with Health and Safety legislation and its statutory duties across all Directorates. An appendix was also included with the report.

Scrutiny Committee Work Programmes

The Board was scheduled to receive reports enabling it to note the work programmes of each of the scrutiny committees and its own work programme for the coming year.
