Executive Councillor: Children's Services, Executive Councillor: Resources approved the scheme for the construction of a new drama block at Spalding Academy Secondary School on 03/06/2026. This will provide two drama studios and associated ancillary areas to support an increase in the school's net capacity. The approval includes the direct award of contract under the Pagabo Construction Framework and delegates authority to the Executive Director of Children's Services to progress the scheme.

Executive Councillor: Highways and Transport approved the proposed Traffic Regulation Order for bus stop clearways on Main Road, Hundleby on 03/06/2026. The Planning and Regulation Committee had previously considered objections and recommended approval.

Executive Councillor: Children's Services, Executive Councillor: Resources approved the appointment of Councillor S Matthews as Chair of the Transport Board, Councillor Oliver Freeston as Chair of the Business and Infrastructure Board, Councillor Rob Waltham MBE as Chair of the Employment and Skills Board, Alison Hands as Chair of the Economic Advisory Panel, Mr Andrew Dyson as Chair of the Audit Committee, and Mr Andy Quarmby as Chair of the Overview and Scrutiny Committee on 03/06/2026. Councillor Oliver Freeson was appointed to the Humber Bridge Board as 'Nominated Director'.

The Authority approved the Calendar of Meetings for the remainder of 2025/26 and for 2026/27 on 17/09/2025. Authority was delegated to the Monitoring Officer to amend the Calendar of Meetings as required.

The Authority endorsed the administration of the GLCCA Development Fund on 17/09/2025. This fund will support development activities such as feasibility studies and master planning for strategic projects in Greater Lincolnshire. Applications will be assessed by a Technical Officer Group with recommendations made to the Mayor and Chief Operating Officer.

The Greater Lincolnshire Combined County Authority approved recommendations on 03/06/2026. The membership of the Authority and its Boards was noted, and political balance and appointments to the Overview and Scrutiny Committee and the Audit Committee were agreed. This included noting the membership of the Authority, substitutes and delegates, and specific appointments to the District Joint Committee, Transport Board, Business and Infrastructure Board, Employment and Skills Board, Overview and Scrutiny Committee, and Audit Committee.

The Executive Councillor: Children's Services approved recommendations regarding political proportionality and appointments to boards and committees on 03/06/2026. The membership of the Authority, its Boards, the Audit Committee, and the Overview and Scrutiny Committee was noted, including specific councillor appointments. The political balance for the Overview and Scrutiny Committee and the Audit Committee was agreed.

The Greater Lincolnshire Combined County Authority approved recommendations on 03 June 2026. Janet Fasan was designated as the Monitoring Officer, and Simon Burrows was appointed as Director of Resources, conditional on pre-employment checks. The Resourcing Manager was delegated authority to confirm these checks and agree a commencement date.

The Greater Lincolnshire Combined County Authority approved the Calendar of Meetings for June 2026 to June 2027 on 03/06/2026. The Authority delegated to the Monitoring Officer, in consultation with the Mayor, the ability to amend the calendar to meet changing circumstances.
