The Council is the primary decision-making body for the Royal Borough of Kingston upon Thames, responsible for approving the policy framework and budget, including setting the Council Tax annually. It serves as a forum for debating policy issues and matters impacting residents, with the ability to invite external agency representatives. The Council also handles topical statements, considers petitions from residents and the public, debates motions, and addresses questions to leading members. Additionally, it oversees changes to its Constitution, appoints members to various bodies, and deals with all other matters legally required to be referred to it. The Annual Meeting installs the Mayor and appoints committee members.
