The Cabinet of Stockport Council met on Tuesday 23 June 2026. The meeting included the approval of the Medium Term Financial Plan (MTFP) update and the 2026/27 Reserves Policy. The Cabinet also approved the publication of the Stockport Local Plan for consultation and made decisions regarding an Article 4 Direction for small houses in multiple occupation. The Cabinet noted decisions made by the Greater Manchester Combined Authority (GMCA) and approved its response to the recommendations contained in the 'Alcohol Use: The Effectiveness of Treatment' Scrutiny Review.

Medium Term Financial Plan (MTFP)

The Cabinet noted the outcomes of the MTFP update for 2026/27 to 2030/31 and approved the forecast and assumption adjustments. It was noted that the council's savings requirement has increased. Approval was given to the recommended use of one-off resources to support the council's in-year financial position and the 2027/28 Budget and MTFP. The Cabinet endorsed the approach and next steps for developing a resilient and sustainable financial response and a three-year transformation programme, including sharing proposals with scrutiny for comment.

2026/27 Quarter 1 Budget Monitoring Update

The Cabinet noted the revenue budget forecast outturn as at the end of June 2026, along with updates on the Dedicated Schools Grant, Housing Revenue Account, reserves, and Capital Programme. Virements to the Revenue Budget were approved. The Cash Limit and Non-Cash Limit forecast outturn positions, Dedicated Schools Grant and Housing Revenue Account forecast outturn positions, the update on reserves, and the forecast position for the 2026/27 Capital Programme were all noted. Changes to the Capital Programme and rephasing of schemes during Quarter 1 were also noted, as were the 2026/27 Capital Programme Prudential Indicators.

Treasury Management Annual Report 2025/26

The Cabinet recommended to the Council Meeting that the Treasury Management Annual Outturn Report for 2025/26 be noted. It was also noted that all treasury management activity complied with the council's approved strategy and guidelines, and that the performance of the investment portfolio met its budgeted outturn target. Approval was given to the mid-year amendment to the Minimum Revenue Provision (MRP) Policy.

Treasury Management Q1 Report 2026/27

The Cabinet noted the Quarter 1 performance and treasury management activities and performance for the quarter ended 30 June 2026. The Prudential Indicators were also noted.

2026/27 Reserves Policy

The Cabinet noted the annual review of the Council's 2026/27 Reserves Policy. Adjustments and reclassification of earmarked reserves were approved, and the proposed 2026/27 Reserves Policy was approved.

Stockport Local Plan: Regulation 19

The Cabinet approved the publication of the Stockport Local Plan and accompanying Policies Map for consultation under Regulation 19 of the Town and Country Planning (Local Planning) (England) Regulations 2012, for consultation from 23 September 2026 until 8 November 2026. The proposed approach to consultation was approved, and the subsequent steps for submission of the Local Plan were outlined, including consideration by the Housing, Economy and Environment Scrutiny Committee, Cabinet, and Council. Authority to make minor amendments to the emerging draft Local Plan and/or updated Policies Map before consultation was delegated to the Assistant Director for Place Making and Planning, in consultation with the Leader of the Council and/or the Cabinet Member for Housing & Environment.

Strategic Investment Assets: Scheme of Delegation

Authority was delegated to the Deputy Chief Executive and the Director of Finance (Section 151 Officer) to approve the Council negotiating terms for and entering into property-related transactions for any asset previously declared a Strategic Investment Asset. Authority was also delegated to the Chief Governance Officer and Monitoring Officer to take all necessary steps to implement these resolutions. It was noted that the application of these delegations to future Strategic Investment Asset decisions would require explicit approval and adoption by the Cabinet on a case-by-case basis.

Introduction of an Article 4 Direction Relating to Small Houses in Multiple Occupation (HMO) (General Exception)

Approval was given to the making of an immediate Article 4 Direction to remove permitted development rights for changes of use from Use Class C3 dwellinghouses to Use Class C4 small houses in multiple occupation across the borough. The relevant officers were authorised to issue the Direction and associated notices.

Planning Committee Reforms and National Scheme of Delegation Implementation

The Cabinet recommended to the Council Meeting that proposed changes to the Constitution be approved and adopted to reflect the introduction of the National Scheme of Delegation.

GMCA Decisions

The Cabinet noted the decisions taken by the Greater Manchester Combined Authority at its meeting on 29 June 2026.

Local Electric Vehicle Infrastructure (LEVI) Preferred Supplier

Approval was given for Transport for Greater Manchester to proceed to award the contract for the Local Electric Vehicle Infrastructure programme to the Preferred Supplier. Authority was delegated to the Director of Place Management, in consultation with the Cabinet Member for Parks, Highways and Transport Services and the Assistant Director of Governance, to agree the terms of any legal agreements required.

Use of Compulsory Purchase Powers in Respect of Land at Town Centre West

Approval was given to the preparation and making of a Compulsory Purchase Order under section 226(1)(a) of the Town and Country Planning Act 1990 to facilitate the acquisition of property interests for the Stockport 8 regeneration scheme. Authority was delegated to the Deputy Chief Executive and the Finance Director s151 Officer, in consultation with the Cabinet Member for Economy, Regeneration & Skills, to continue negotiations, decide when to make the Order, and decide whether to include the Arches Land within this Order. Authority was also delegated to the Chief Governance Officer and Monitoring Officer to take all necessary steps to prepare, make, submit, and confirm the Order, address objections, exercise powers to achieve vacant possession, approve agreements, participate in third-party proceedings, and commence or defend proceedings in the Upper Tribunal (Lands Chamber).

2026-28 Anti-Racist Organisation Framework and Action Plan

The Cabinet noted the background and rationale for the development of the 2026-28 Anti-Racist Organisation Framework and Action Plan. The Framework and associated Action Plan were endorsed, and the continued implementation, monitoring, and governance arrangements for the programme of work were supported. It was noted that progress would be reported through the appropriate governance and scrutiny arrangements.

The meeting also included the confirmation of minutes from a previous meeting and declarations of interest, with no declarations made. No urgent decisions were reported, and public question time was held, with questions relating to the Armed Forces Covenant Duty and the Council's approach to Green Belt sites in the draft Local Plan. The exclusion of the public was considered for agenda items containing not for publication information.
