The Strategic Planning Committee of West Northamptonshire Council is scheduled to convene on Tuesday 16 June 2026. The meeting's agenda includes consideration of a range of planning applications.
Land South of Grange Park, Northampton
An outline application for up to 850 dwellings is scheduled for discussion. The proposal includes plans for 45% affordable housing, a new local centre, land for a primary school, and open space, with associated off-site highway works. The report pack indicates a recommendation to grant permission, subject to conditions and a Section 106 agreement. This agreement would secure provisions for affordable housing, contributions towards primary healthcare, education, libraries, sustainable transport, open space, refuse and recycling, and other community facilities. Numerous objections have been raised by local parish councils and residents, citing concerns about infrastructure capacity, flooding, air pollution, harm to the setting of Foxfield Country Park, and the loss of agricultural land. West Northamptonshire Council's Highways department has raised no objection, and the Northamptonshire Integrated Care Board (NHS) has also confirmed no objection, subject to financial contributions.
Land North East of Brackley Grange Cottages, Halse Road, Brackley
The committee will also consider an outline application for up to 450 dwellings, including public open space, designated play space, and a cemetery. The proposal also includes associated infrastructure for drainage and electricity substations, with full details of access arrangements from Halse Road and Miranda Way. The report recommends granting permission, subject to conditions and a Section 106 agreement. This agreement would secure 40% affordable housing, financial contributions towards primary healthcare, education, libraries, and sustainable transport, as well as provision for open space, refuse and recycling, and biodiversity net gain. Objections have been raised by Brackley Town Council, Radstone Parish Meeting, and the Campaign for the Protection of Rural England, primarily concerning increased pressure on roads, inadequate infrastructure, and harm to the character of Brackley. Sport England initially objected to proposals that have since been removed from the application.
Cottage Farm, Unit 11, Hartwell Road, Roade
A retrospective application for a change of use of an industrial building to a Waste Transfer and Treatment Facility is also on the agenda. The facility handles non-hazardous commercial, industrial, and domestic waste, with a proposed throughput of no more than 15,000 tonnes per annum. The report recommends granting permission, subject to conditions. The Environment Agency, West Northamptonshire Council's Highways Authority, Environmental Protection Officer, Lead Local Flood Authority, and Natural Environment Adviser have all raised no objections. Roade Parish Council has no objection in principle but supports residents' concerns regarding traffic volume, road condition, and safety, particularly around school times. Four letters of objection have been received, citing concerns about inappropriate location, amenity impacts, increased HGV traffic, and visual intrusion.
The meeting will also address other standard agenda items, including apologies for absence and declarations of interest.
