A report on the Capital Outturn for 2025-26 is scheduled to be presented, detailing the expenditure incurred in delivering capital projects during the financial year. This includes a breakdown of expenditure by Directorate, highlighting significant projects within Adult Social Care and Health, Children's Services, Corporate Services and Transformation, and Place. The report will also outline the financing of this capital expenditure, detailing the use of grants, capital receipts, reserves, and borrowing.

Regulation of Investigatory Powers Act (RIPA) Policy Update

The Cabinet is scheduled to consider an update to the Council's Regulation of Investigatory Powers Act (RIPA) and Investigatory Powers Act (IPA) Policy. This revised policy aims to reflect current legislation, introduce clearer safeguards and governance, and strengthen transparency and oversight of investigatory powers. The report details the types of powers the Council has, the roles and responsibilities of officers involved, and specific guidance on covert surveillance, covert human intelligence sources (CHIS), and access to communications data, including internet and social media investigations. The update incorporates the Investigatory Powers Act 2016 and aims to ensure all investigatory activities are conducted lawfully, proportionately, and in compliance with human rights legislation.

Tour de France Femmes Avec Zwift 2027: Acceptance of Funding and Associated Agreements

The Cabinet will consider the acceptance of funding for Derbyshire's role in hosting Stage 2 of the Tour de France Femmes avec Zwift in 2027. The report seeks approval to accept a grant of up to £2.4 million from the East Midlands Combined County Authority (EMCCA) to support Derbyshire's hosting responsibilities. This includes event planning, traffic management, and community engagement. The Cabinet will also be asked to delegate authority to the Executive Director – Place to finalise and enter into the necessary funding and host agreements with EMCCA and Grand Depart GB, respectively.

Environmental Sustainability Strategy (2026-2030)

A new Environmental Sustainability Strategy for 2026-2030 is proposed for approval, building on the previous Climate Change Strategy. This strategy provides a broader framework to support environmental, economic, and social benefits, including improved health and wellbeing, reduced fuel poverty, and a more resilient local economy. It places emphasis on meeting strengthened duties under the Environment Act 2021, including the enhanced Biodiversity Duty. The strategy is structured around eight themes: caring for Derbyshire's natural environment and landscapes; using energy, fuel, and water efficiently; supporting clean, secure energy; maintaining and improving air quality; reducing waste and using resources wisely; preparing for extreme and adverse weather; making it easier for people to travel; and helping people connect with the natural environment.

Delivery of the 2025-26 Highways Capital Programme

The Cabinet will receive a report on the delivery of the 2025-26 Highways Capital Programme, which exceeded £60 million. The report highlights the successful delivery of highway maintenance and integrated transport schemes, funded through government grants administered by the East Midlands Combined County Authority (EMCCA). It also notes additional external funding secured for priority schemes, including the Safer Roads Fund and targeted funding for A6 retaining walls and landslip mitigation works, contributing to improvements across the highway network.

Extra Care - Care and Support Provision

This report seeks approval to procure a Care Quality Commission (CQC) registered care provider for the Waltham House Extra Care scheme in Wirksworth. The current contract is due to expire on 31 March 2027, and timely procurement is necessary to ensure continuity of service. The Cabinet is asked to approve proceeding with the procurement for a period of up to seven years, with a maximum contract value of £2,889,432, to deliver person-centred care and support services, including 24/7 on-site provision.

Variation to Delivery Arrangements for South Derbyshire Growth Zone Project

The Cabinet will consider a variation to the delivery arrangements for the South Derbyshire Growth Zone (SDGZ) project. This report seeks approval to increase the project budget to £89.100 million due to updated cost estimates and programme sequencing. It also seeks approval to submit a Full Business Case for National Highways Growth and Housing Accelerator funding to address a funding gap. The Cabinet will be asked to authorise the Executive Director – Place to enter into collaboration agreements with local authority partners and stakeholders, and to delegate authority for bringing forward EMCCA funding and approving additional expenditure at risk to ensure timely delivery and meet Levelling Up Fund requirements.

The meeting will also include agenda items for approving the non-exempt minutes of the previous meeting and potentially excluding the public for specific exempt items.
