The Planning Policy Committee of West Northamptonshire Council was scheduled to discuss proposals for the Upper Nene Valley Gravel Pits Special Protection Area, updates to planning application validation requirements, and the council's response to government reforms of the National Planning Policy Framework. Upper Nene Valley Gravel Pits Special Protection Area Supplementary Planning Document and Mitigation Strategy
The committee was scheduled to consider a report recommending that the council consult on the Upper Nene Valley Gravel Pits Special Protection Area Supplementary Planning Document (SPD) and Mitigation Strategy. This document aims to address the adverse effects on the Upper Nene Valley Gravel Pits Special Protection Area (SPA) resulting from new housing development constructed close to it. New evidence suggests that development within 5.9km of the SPA is likely to have adverse effects, necessitating an update to the existing SPD and Mitigation Strategy, which currently only requires mitigation for developments within 3km. The proposed strategy includes a Strategic Access Management and Monitoring (SAMM) fee for new housing and overnight accommodation within the 5.9km zone. The report recommended agreeing to the public consultation of the SPD and delegating authority to the Head of Planning Policy and Specialist Services for minor editorial changes.
Planning Application Validation Requirements 2026-2028
A report was scheduled to update members on the consultation regarding the West Northamptonshire Planning Application Validation Requirements (LVL) for 2026-2028. The LVL is considered essential for ensuring an efficient and effective planning application process. The report aimed to present the key issues raised during the consultation, outline amendments made to the requirements based on feedback, and seek approval for the updated LVL. The consultation process, which took place between August and October 2025, involved feedback from residents, town and parish councils, planning agents, consultants, and statutory consultees. Key issues raised included the length and readability of the document, the usability of the matrix, the need for clearer guidance and links, proportionality for small applications, and the explicit consideration of local policies and consultees.
Response to Government Consultation on the National Planning Policy Framework
The committee was also scheduled to consider the council's suggested response to the government's consultation on proposed reforms to the National Planning Policy Framework (NPPF) and other changes to the planning system. The report summarised the proposed changes, which aim to make national planning policy more accessible, establish comprehensive national policies, and make the framework more rules-based
to support timely and consistent planning. Significant changes anticipated include a new plan-making framework with Spatial Development Strategies and Local Plans, and twelve key policy changes covering areas such as a presumption in favour of development, building homes around stations, driving urban densification, securing a diverse mix of homes, supporting small and medium sites, streamlining local standards, boosting economies, supporting minerals extraction, embedding a vision-led approach to transport, better addressing climate change, conserving the natural environment, and taking a more positive approach to heritage assets. The report also noted the potential implications of these changes for the planning service in West Northamptonshire. The committee was asked to agree the suggested response to the consultation and note the implications for the planning service.
