Summary

Open Council Network is an independent organisation. We report on Lincolnshire and are not the council. About us

The Executive of Lincolnshire Council met on Wednesday, 8 April 2026, to discuss and approve several key decisions. These included the extension of advocacy and housing-related support services, a programme of repairs for Lincoln Castle walls, and the adoption of a new Highways Infrastructure Asset Management Strategy.

Advocacy Services Extension

The Executive approved a seven-month extension to the Lincolnshire Independent Advocacy Services contract with Voiceability, at a total value of £684,972.29. This extension is necessary to finalise future requirements for the recommissioning of the service, taking into account legislative changes, including the Mental Health Act 2025, and to allow for further engagement activity. The service, which provides statutory and non-statutory advocacy support for children, young people, and adults, is jointly commissioned by the Adult Care and Community Wellbeing and Children's Services Directorates. The current contract, which began on 1 July 2021, was due to expire on 30 June 2026. The extension will ensure continuity of service for vulnerable residents while a new contract is procured.

Housing Related Support Service Contract Extension

A six-month extension to the Housing Related Support Service (HRS) contract was approved, running from 1 October 2026 to 31 March 2027, with a total value of £1,101,000. This service provides short-term support to vulnerable adults with substance misuse and/or mental health concerns who are homeless or at risk of homelessness. The extension is required to ensure continuity of service while the Executive considers future service provision options, following a 12-week public consultation. The decision to extend was made to mitigate potential operational disruption and ensure safe staffing levels are maintained. The cost of the extension will be met from the Public Health Grant.

Lincoln Castle Wall Repairs Programme

The Executive approved a capital programme for emergency repairs and a planned preventative maintenance (PPM) schedule for the Lincoln Castle Walls. This programme aims to bring the castle walls up to a safe and maintainable standard and establish an ongoing PPM regime. The decision was made due to statutory responsibilities under the Ancient Monuments and Archaeological Areas Act 1979, public safety risks associated with structural deterioration, and the need to ensure operational continuity for the Crown Court located within the castle grounds. The programme also seeks to preserve the heritage asset and enhance the visitor experience, thereby supporting tourism income and the local economy. Authority was delegated to the Executive Director of Place to progress the procurement process and award contracts.

Highways Infrastructure Asset Management Strategy 2026 - 2029

The Executive approved the Highways Infrastructure Asset Management Strategy (HIAMS) for 2026-2029 and its publication on the council's website. This strategy formalises investment plans for key highway assets, defines affordable service standards, and aims to improve the management of the highway network. It updates the previous strategy and covers the period from 2026 to 2029, aligning with the council's vision and objectives. The strategy emphasises a data-driven, risk-based approach to maintenance, with a focus on preventative measures. Key updates include new sections on Artificial Intelligence, Technology and Data Insight, and Asset Maintenance and Planning, reflecting a move towards a more data-intelligent and future-focused approach. The strategy aims to maintain the highway network in a steady state, with accelerated improvements to the unclassified road network, drainage assets, and traffic signal stock. The approval of this strategy is also a condition for accessing a portion of Department for Transport highways maintenance funding.
