The Full Council is the primary decision-making body of Sutton Council, with statutory responsibilities including approving the Council's policy framework, budget, and Constitution. It elects the Leader and Mayor, confirms the Head of Paid Service, and appoints committee chairs. The Full Council also sets the Council Tax and approves the general fund budget and capital programme, often on the recommendation of other committees. It has the power to make, amend, or revoke byelaws, allocate seats to party groups, and define committee functions and powers.
