The full Council is made up of Westminster's 54 elected Members and is chaired by the Lord Mayor. It meets quarterly, plus for its Annual Meeting and any special meetings.
The Council agrees the policy framework and approves the budget. It also makes decisions on executive functions outside the approved policy or budget, adopts or changes the constitution, and agrees terms of reference for other committees. It confirms the appointment of the Chief Executive and makes decisions on all matters legally reserved for the full Council. The Council also serves as a forum for debating policy issues.
