The Council meeting on Wednesday 27 May 2026 saw the appointment of Councillor Mohammed Islam as the new Civic Mayor and Councillor Scott Roche as the Deputy Civic Mayor for the 2026-2027 municipal year. The meeting also included the Executive Mayor's annual statement, outlining priorities for the coming year, and the formal appointment of Conrad Hall as the Corporate Director of Resources and Section 151 Officer.
Appointment of Civic Mayor and Deputy Civic Mayor
Councillor Mohammed Islam was appointed as the new Civic Mayor of Croydon Council for the 2026-2027 municipal year, with Councillor Scott Roche appointed as Deputy Civic Mayor. Executive Mayor Jason Perry nominated Councillor Islam, highlighting his long-standing commitment to Croydon since moving there in 1980, his work as a driving instructor, and his founding role in the British Bangladeshi Society of Croydon. Councillor Stuart King seconded the nomination, emphasizing Councillor Islam's community work, including his efforts during the COVID-19 pandemic and his commitment to improving Selhurst ward. Councillor Roche's nomination was also supported, with his eight years as a councillor for Shirley South and his recent role as Cabinet Member for Streets and Environment noted. Both new appointees expressed their honour and commitment to serving the borough.
Appointment of Corporate Director of Resources
The Council formally approved the appointment of Conrad Hall as the Corporate Director of Resources, a statutory role that includes acting as the Council's Chief Finance Officer and Section 151 Officer. This appointment followed a unanimous recommendation from the Appointments and Disciplinary Committee. The report highlighted that Conrad Hall brings significant experience in local government and audit, and serves on national bodies. The appointment is subject to satisfactory pre-employment checks.
Political Balance and Committee Appointments
The Council reviewed and agreed the political balance of its committees for the 2026-2027 municipal year, ensuring representation across different political groups in proportion to their membership on the Council. This involved adjustments to the size of several committees, including an increase for the Appeals Committee, Appointments & Disciplinary Committee, Audit and Governance Committee, Civic Mayoralty and Honorary Freedom Committee, and a decrease for the General Purposes Committee and Planning Committee. The report detailed the proposed allocation of seats for the Labour, Conservative, Green & Independent, Liberal Democrats, and Reform UK groups. Following this, the Council agreed to the appointments to various committees, panels, working groups, and outside bodies, as outlined in the supplementary agenda.
Executive Mayor's Annual Statement
Executive Mayor Jason Perry delivered his annual statement, reflecting on the past year and outlining his priorities for the next four years. He highlighted progress made in stabilizing the Council's finances, strengthening governance, and advancing regeneration projects across Croydon. Mayor Perry emphasized a renewed mandate from residents following his re-election and committed to a first 100 days
plan focused on cleaner streets, safer neighbourhoods, visible enforcement, and thriving district centres. He detailed a zero-tolerance approach to environmental crime, including fly-tipping and anti-social behaviour, backed by increased enforcement activity and the launch of a new zero-tolerance website. The Mayor also spoke about ongoing investment in parks and public spaces, and the importance of culture and community in Croydon's future. He stressed the need for partnership working with various organisations to achieve these goals.
Councillor Stuart King, Leader of the Opposition, responded to the Mayor's statement, congratulating him on his re-election. Councillor King acknowledged the multi-party nature of the Council and expressed his group's commitment to acting as a robust but respectful opposition, holding the administration to account while working collaboratively where possible. He highlighted Labour's focus on ensuring council services and neighbourhood improvements align with Labour values.
Executive Mayor's Scheme of Delegation
Executive Mayor Jason Perry confirmed that there were no amendments to his Scheme of Delegation for the upcoming year.
