Open Council Network is an independent organisation. We report on Kingston upon Thames and are not the council. About us
A special meeting of the Council of Kingston upon Thames Council is scheduled to take place on Monday 22 June 2026. The primary focus of the meeting appears to be the consideration of the final draft of the Local Plan. The meeting will also address procedural matters, including the potential suspension of procedure rules to allow for public questions.
Local Plan - Final Draft
A significant item on the agenda is the consideration of the Local Plan - Final Draft of the Local Plan (Regulation 19)
. This item is scheduled to consider recommendations from the Place Committee's meeting on 16 June 2026. The report and appendices related to the Place Committee's agenda are available for review online. Any updated materials or resolutions from the Place Committee will be published as late material. The Local Plan is a crucial document that sets out the council's vision for future development, including housing, infrastructure, and environmental policies, within the borough.
Suspension of Procedure Rules and Public Questions
The meeting agenda includes a procedural motion to consider suspending Procedure Rule 17A(1). This rule typically restricts public questions to ordinary meetings. If approved, the suspension would allow for public participation at this special meeting. Following this, and subject to the suspension's approval, the council is scheduled to receive and answer questions submitted by members of the public in accordance with PR 17. This segment is allocated up to 30 minutes, during which residents or representatives of organisations operating within the borough can ask questions relevant to the committee's remit. Individuals are limited to submitting no more than two questions per meeting, and these must be submitted in writing to democratic.services@kingston.gov.uk by Thursday 18 June 2026.
Exclusion of Press and Public
A standard agenda item concerning the exclusion of press and public is included. This item will only be relevant if any exempt matter, as defined by Section 100(A)(4) of the Local Government Act 1972, is to be considered. In such a scenario, the council would consider excluding the public if the disclosure of exempt information is likely and the public interest in maintaining the exemption outweighs the public interest in disclosing the information. The specific regulatory paragraph defining the exempt information would be indicated if this item becomes relevant.
