The Council meeting began with apologies for absence and the approval of the minutes from the previous meeting. A significant portion of the meeting was dedicated to Croydon Question Time, where residents raised concerns about various local issues, including unauthorised building conversions, recycling centre permits, street trading, speeding on residential roads, and air quality. Executive Mayor Jason Perry and Councillor Baines responded to these questions, outlining the Council's position and planned actions.

A key discussion revolved around the Safer Croydon Partnership: Community Safety Strategy 2026-2029. Mayor Jason Perry moved the recommendation to adopt the strategy, highlighting a reduction in overall crime, personal robbery, and knife crime. Councillor Stuart King, Leader of the Opposition, welcomed the Labour Group's amendments, which were accepted by the administration, focusing on support for local businesses and retail crime. Councillor Ola Kolade, Cabinet Member for Communities, Safety & Justice, seconded the recommendations, emphasizing the importance of partnership working and the progress made in reducing crime. Councillor Dr Manju Shahul-Hamid, Shadow Cabinet Member for Communities, Safety & Justice, also spoke in support of the amended strategy, stressing the need for community safety to be rooted in residents' experiences. The strategy was ultimately agreed by the Council.

The meeting also saw the adoption of updated Conservation Area Appraisal and Management Plans (CAAMP) for the Webb Estate and Upper Woodcote Village. Councillor Jeet Bains, Cabinet Member for Planning and Regulatory Services, presented the report, which had undergone extensive public consultation. Despite some initial concerns raised by residents regarding potential restrictions and the interpretation of planning policies, amendments were made to clarify the guidance. The updated CAAMP was adopted, superseding the 2007 version, to ensure the conservation of the areas' special architectural and historic character.

The Health and Wellbeing Board Annual Report 2025 was presented by Councillor Yvette Hopley, Cabinet Member for Health and Adult Social Care. The report detailed the Board's work in areas such as mental health, cost of living support, neighbourhood health, and support for children and families. Proposed updates to the Health and Wellbeing Board's Terms of Reference were also agreed, including the addition of a resident voice group and a primary care representative.

Other significant items included the Annual Treasury Management Review 2025/26, which was noted and approved, and the Audit and Governance Committee Terms of Reference report, which was also agreed. The Council also approved amendments to the Members' Scheme of Allowances 2026/27, which were cost-neutral overall, and a report on the use of Special Urgency for Key Decisions and Exemption from Call-in was noted.
