The West Northamptonshire Council met on Thursday 13 August 2026 to appoint a new Chief Executive Officer and Chief Finance Officer, and to adjust committee places.

Martin Henry was appointed as Chief Executive Officer and Head of Paid Service, and James Smith was appointed as Chief Finance Officer (Section 151). The meeting also agreed changes to committee memberships to reflect a shift in the political balance of the council.

Appointments of Chief Executive Officer and Chief Finance Officer

The council formally appointed Martin Henry as the permanent Chief Executive Officer and Head of Paid Service, and James Smith as the permanent Chief Finance Officer (Section 151). These appointments were proposed by Councillor Charlie Hastie, Deputy Leader of the Council and Cabinet Member for Housing and Communities, and seconded by Councillor Phil Bignell.

During the discussion, councillors from across the political spectrum expressed strong support for both appointments. Councillor Cecile Irving-Swift, who had previously served as Chair of the Audit Committee, highlighted the dedication and commitment of both officers, noting their essential advice during times of administration and their success in delivering balanced budgets. Councillor Sally Keeble, Leader of the Labour Group, praised Martin Henry's prize and quite unusual combination of skills, noting his financial acumen alongside his understanding of service delivery and deep commitment to West Northamptonshire. She also emphasised the critical role of the Section 151 Officer, stating, This is the officer who can call a halt to everything, literally. Councillor Jonathan Harris, Leader of the Liberal Democrat Group, commended Martin Henry's grasp of detail and integrity, stating he understands the key concept of service. He also acknowledged James Smith's extensive experience and commitment to the area.

Both Martin Henry and James Smith were recognised for their long-standing service to West Northamptonshire Council and its predecessor authorities. Martin Henry has served as Interim Chief Executive since November 2025 and previously held the role of Executive Director Resources and Chief Finance Officer. James Smith is a Chartered Accountant with over 25 years of public sector experience and has served as Deputy Section 151 Officer since the Council's inception. The report highlighted that these appointments ensure continuity, stability, and strong leadership at a critical time for the authority.

The council voted to approve both appointments separately, with both proposals being carried.

Changes to Political Balance and Committee Places

The council also agreed to changes in the allocation of committee seats to reflect a shift in the political balance of the council. Councillor Charlie Hastie presented the report, explaining that changes to the political balance necessitated a review of committee memberships. Councillor Silas Hays seconded the proposal.

The report detailed how the distribution of seats had changed. Adjustments were made to comply with the Local Government and Housing Act 1989, which requires committee seats to reflect the political makeup of the council. The report noted that the administration must maintain an overall majority on committees if they hold a majority of seats on the council.

The council agreed to designate the fourth largest opposition group status as alternating annually between the Independent Group and another group, with the Independent Group holding the status for the remainder of the 2026-27 municipal year. Additionally, Councillor Caroline Phillips was appointed as the Vice-Chair of the Place and Resources Overview and Scrutiny Committee.

The council voted to approve these changes, which were described as essential for good governance, proper representation, and the effective operation of the council, ensuring that its democratic structures accurately reflect its current composition and meet statutory obligations.
