The West Northamptonshire Council meeting scheduled for 26 March 2026 was set to cover a range of important topics, including addressing the deteriorating condition of local roads and the effectiveness of highways maintenance funding. Significant time was also allocated to discussing the future of children's services, with reports on the Northamptonshire Children's Trust's annual performance and business plan, as well as the Corporate Parenting Strategy. Additionally, the Council was scheduled to review its Pay Policy Statement and consider changes to political balance and committee places.
Potholes and Highways Maintenance
A key item for discussion was a motion proposed by Councillor Stephen Clarke and seconded by Councillor Peter Matten concerning the state of roads across West Northamptonshire. The motion highlighted residents' concerns about the increasing number of potholes, despite significant funding from the Department for Transport. It noted the risks posed by these defects to public safety and potential council liability. The motion also addressed the impact of construction traffic on road surfaces and the existing legal mechanisms for developers to fund repairs. The Council was scheduled to consider establishing a Pothole and Highways Task Force and to call on the Executive to produce a highways maintenance action plan. Recommendations included a clear account of how Department for Transport funding has been allocated and a review of the Council's use of Section 278 agreements to ensure developers, not taxpayers, bear the cost of road damage caused by construction traffic.
Children's Services and Corporate Parenting
The meeting agenda included several significant reports concerning children's services. The Annual Report of the Service Delivery Contract between Northamptonshire Children's Trust (NCT) and West and North Councils 2024/25 was presented, detailing the performance and outcomes for children and families. This was followed by the Northamptonshire Children's Trust Business Plan 2026-27 - 2028-29, outlining the strategic direction and financial plans for the Trust.
Furthermore, the Corporate Parenting Strategy for West Northamptonshire 2026-2029 was up for adoption. This strategy, co-produced with care-experienced young people, aims to ensure children in care and care leavers are supported to thrive. It prioritises four key areas: developing resilience, ensuring good health and wellbeing, enabling young people to fulfil their potential, and ensuring they live safe lives within their communities. The strategy also emphasizes the importance of listening to the voices of children and young people and fostering strong partnerships.
Council Governance and Finance
The Council was also scheduled to review its Pay Policy Statement for 2026-27, a statutory requirement detailing the Council's approach to setting employee pay, particularly concerning Chief Officers and the lowest-paid employees.
In terms of governance, the Annual Report of the Democracy and Standards Committee was presented, outlining the work undertaken by the committee in safeguarding ethical conduct and promoting high standards. Following recent changes in political group memberships, the report on Changes to Political Balance and Committee Places was presented, with a recommendation to note these changes and determine if any adjustments to committee seats were required. The Appointment of Independent Persons was also on the agenda, proposing the confirmation of four individuals to assist in the consideration of Code of Conduct complaints.
Additionally, the meeting was to address the potential Approval of Absence under Section 85 of the Local Government Act 1972 for Councillor Jeffrey Johnson due to ill health. Finally, the Calendar of Meetings for 2026-2027 was presented for approval, providing a framework for the Council's future democratic processes.
The agenda also included several motions, including one expressing concern over a fatal stabbing in the Briar Hill area of Northampton and calling for a coordinated response to serious youth violence. Another motion proposed an urgent review of parking charges in Northampton, considering their economic impact and effect on disabled individuals. A further motion from the Liberal Democrats criticised the introduction of parking charges for Blue Badge holders, deeming it unfair. Finally, a motion was proposed to introduce a four-year protection period for allotment sites against development.
The Cabinet Member reports provided updates on various areas, including town centre regeneration projects like the former M&S and BHS sites, the Northampton Town Centre Masterplan, and the Greyfriars project. Updates were also given on the Market Walk transformation into STACK Northampton, the St James Depot redevelopment, and the installation of new planters along Fish Street. The Northampton Wayfinding signage project was also mentioned. In terms of economic growth, reports covered inward investment, business growth, support for rural businesses, and the Skills Bootcamp funding. The Tourism and Visitor Economy section highlighted the success of the Women's Rugby World Cup and the ongoing work of the Local Visitor Economy Partnership. Updates were also provided on leisure centre contract procurement, the Benham Sports Hall development, and the Archives and Heritage Service. Councillor Andrew Last's report covered Human Resources, Digital, Technology & Innovation, Business Intelligence, Organisational Change, and Legal Services. Councillor Richard Butler's report detailed progress on bus services, highways maintenance, traffic enforcement, active travel, the Northampton North-West Relief Road, and street lighting. Councillor John Slope's report focused on financial updates, procurement, revenues and benefits, and audit. Councillor Laura Couse provided an update on Adult Social Care, Health & Wellbeing, and Public Health, including the Anti-Poverty Strategy and Integrated Commissioning. Councillor Michael Stratton's report covered statutory member for Children's Trust client, family help partnerships, youth services, and SEND. Finally, Councillor Nigel Stansfield's report detailed household waste collection and disposal, recycling centres, street cleansing, flood and water management, and environmental protection.
